Use data from weather.com or similar source to find sunrise and sunset times. Use this data to gradually scale screen brightness to a user defined max during the brightest hours of the day and back down to a user defined minimum as it gets closer to sunset.
Conditions such as time are useful in setting this scheme but would have to constantly be updated as the seasons change and would be tedious to set a gradual scale. Since the transition should be gradual, it may have to be a predefined situation. Also, other weather information can be taken into account, such as cloudy skies.

In the continential US latitude varies from about 25 in Miami to about 49 on our northern border.
This feature could save battery life and maybe even eliminate the need for manual brightness changes. I'm likely overlooking things, so i would appreciate feedback and suggestions.

You could probably use my plug in Skim Internet <http://sites.google.com/site/driftingawaydesign/skim; to do this.
For example, setting your URL to be http://www.google.com/search?q=weather%20in%20YourLocationHere and making your search string "Current: <b>Clear</b>" (without quotes), would cause your condition to trigger any time the weather for your location was "clear".

I would love to have this for when I'm driving. When my screen is plugged in, the brightness goes up to 100%. But when I'm driving at night, this is far too bright.

I, um... this is completely riduculous, but... I have a landscape set as my wallpaper, and right now I have locale switch it over to a scary landscape at nighttime. Letting me not only set those to actual sunrise/set times, but throw in some snow & rain variables? Or better yet, a nice and calming "don't panic" screen for hurricane/blizzard/tornado conditions, would be something nice for a chuckle on a really, really bad day.

Whilst I think this is an interesting thought intellectually, I do hope that - given a long list of alternatives to spend precious Locale developer time on - they do not put much effort into this (no disrespect to you for coming up with it, of course!).
The battery saving over time would probably be fairly marginal, and you are still likely to do better with the built-in light sensory (after all, what happens if you rely on this and then you pop inside to a darkened room at mid-day?) unless your parti... more

The author of that duplicate has requested a Weather Condition. Although it appears to be heavily related to screen brightness, that's really not important. The weather condition wouldn't be tied to any particular setting.

This is very similar to a suggestion I made for a condition of Sunrise/Sunset +/- and offset. There are many examples online on how to calculate the sunrise/set time at your current location. The GPS API may also be able to provide that information as it's a common feature on GPS units.
Your suggestion is also different in that you're suggesting a gradual brightness change. I love this idea.
