First, the ability to tell Locale to choose from a pool of pictures (eg a folder on the sd card) would be great for people that would like to utilize their many many wallpaper-worthy images, or those who just like to mix things up a bit from day to day.
Second, the ability to tell Locale that while I'm in a certain situation, in addition to choosing one of many images at the situation starting, I would also like Locale to change the image among one of the many I have available every hour or 15 minutes or however long I choose.I could do once every 24 hours for situations lasting days, or once an hour at the office.

While not exactly fulfilling this feature request, you might look at the Locale Flickr Wallpaper Plug-in that is now available on the Android Market.

I'd love to see this too, seems like it would be best as a plug-in. Just having a folder in my SD card with a bunch of pictures for it to pick from would be nice and easy to use. It would fit with the security requirements you mentioned too.

I was going to suggest #2. I would love to have it pick a new wallpaper for me every morning. I've got a lot of really nice wallpapers on my sdcard in a folder called wallpaper. I assume it would just crop to the center of the picture. Cutting out as little as possible.

This really needs to broken into two suggestions:
1. Changing wallpaper every 15 minutes breaks down Locale's notion that a situation is applied once--when you enter it. Instead of being part of the wallpaper setting, this would need to be a periodic "timer" condition.
2. Locale can already select single wallpapers from the SD card. Picking a random wallpaper from a set of wallpapers is possible but complicated, due to some weird security aspects of Android. It is impossible to pick from the built-in wallpapers randomly, although picking from SD card could be done.
