A new setting is needed (in Locale or a plugin) to deal with the System volume setting. Other volume types are handled in Locale, in plugins released directly by twofortyfour, or by third-party plugins (e.g. AllVolumes) that generate tons of warnings about instability. There is a hole here for something to address System volume in the same way other volume types have been handled in the past.
