Given that Windows Mobile is a dying platform, there are no plans for a Windows Mobile version of Locale.

Windows Phone 7 is the future of Microsoft’s phones, but those won’t be out until “Holidays 2010”

If you want the functionality that Locale offers on Windows mobile, you should check out PhoneAlarm. It does location/time/Device state conditions and can do most of what Locale does (and some things it doesn't).

As for iPhone, until it allows multi-tasking (possibly in v4 of iPhone OS?) I don't think it's technically possible. It's the same reason Google Latitude isn't available on the iPhone.

How about you develop a sister product for the windows mobile platform?
