I wonder how feasible this is, of course. But it would be very futuristic of you to have a mode in which your phone configures its settings (with user permission, of course) to match the "configuration" of a place.
Imagine not having to worry about turning your phone off at the theater (or whether other people did!), because the theater itself broadcasts a polite "please shut off your ringtones" signal to anyone who's opted into it.
I know that the type of person who's willing to "opt-in" to polite mode style phone settings are also the type of people who would shut their phone off anyway. This isn't to get people to stop talking in the movies - nothing can do that - it's to help people who may not realize that their phone is on.
Likewise, this could be used at churches, etc.
This could be implemented either via wifi (in which case I suspect there would have to be a "connected to the network" aspect to prevent bleed from other networks ALSO with settings) or an online list of rules/settings and GPS - I imagine a phone could report its location and retrieve a list of settings based on that.
We’ve had some interesting plans in this area… But nothing to announce yet…

I have a plugin ready... I expect to release it to the Android Market later this week after some local testing. At the moment it is Movie Theaters only, but I hope to expand it and include user configurable POI's.

I'm not clear what you're asking for. I see two possibilities:
1. Multiple locations: If you just want to group a set of locations, Locale already supports multiple locations as of Locale 1.0. Just long-press on the Add Condition button to add multiple conditions of the same type.
2. A location type condition: You pick from a set of defined location types (e.g. movie theaters), and Locale will always behave that way in a movie theater. The more general feature that would be useful here is the ability to link to a database of locations and then set conditions based on a group of locations. Which might be a single store, like Starbucks, or a type of location, like movie theaters. It would be incredibly convenient not to have to specify each location individually, or add them individually, but to just say "turn off ringer when I'm in a movie theater or restaurant".

It could even be as simple as a google maps mashup with selected results in a QR code to scan.
