This works as expected. The Location condition shows you exactly what Locale would see when running in the background.
Locale could get a more accurate fix by leaving GPS constantly on while the Location UI is on screen (like Google Maps), but that’s not what Locale does when running in the background because the battery would be dead in 4 hours. Instead, Locale shows you exactly what it sees when checking your Location conditions, which helps you configure the app more easily.

The more general feature that would be useful here is the ability to link to a database of locations and then set conditions based on a group of locations. Which might be a single store, like Starbucks, or a type of location, like movie theaters. It would be incredibly convenient not to have to specify each location individually, or add them individually, but to just say "turn off ringer when I'm in a movie theater or restaurant".

That clarifies that the screen shows me what Locale currently thinks my location is, but I don't see why this is not useful.
Maybe the feature should be described in a different way. It would be useful to have a screen where I can see what Locale currently thinks my location is and to force a refresh of that location. Note that I'm not asking for a real-time updated scan of my location while the screen is visible, just the ability to do a forced refresh.
This is important for a couple reasons: 1) I'm currently using a Motorola Droid and Locale still isn't using the GPS location correctly; and even once that gets fixed it will be useful to know what Locale _thinks_ is my current location and 2) when switching between the various location-based settings (GPS, WiFi, Cell), it's useful to see the accuracy consequences of turning these settings on and off.
Either way, from my perspective (a user), if I open up Locale and it thinks my location is wrong, or is too broadly defined, then it becomes frustrating not having the ability to tell the program to try again.
