Wi-Fi location training is now available as a feature in Locale 1.2. It can be found under the Menu of the Location condition.
We strongly discourage the use of third party location conditions or Wi-Fi conditions. These are less accurate and require more battery power. Instead, users should use the built-in Location condition and use Wi-Fi training if necessary.

It is not possible for apps like Locale change GPS settings on Android, due to Android security restrictions.
In general, turning GPS on/off has no real benefit. When GPS is enabled in the Android settings, the GPS receiver is not actually turned on. Instead, the enabling GPS is merely a permission to allow apps to use GPS. GPS is only actually on and using battery power when the blinking GPS icon appears in the status bar at the top of the screen.
This setting would only save battery power if there is an app misbehaving and using GPS when it shouldn’t be.

I’m surprised GPS is not already under networks. But maybe it’s because the droid is so new. still haven’t figured out if any other android phones have an actual GPS.

Actually, I think there’s a better way to organize this:
I’m marking this feature request as complete, as there are two ways currently to detect when the phone is in a car: a car dock condition or a Bluetooth condition, both of which are available now as plug-ins on the Android Market.

I would really love to see ‘car-dock’ be a trigger. But like others, I’m working around with ‘plugged in’
