To get specific Text to Speech output, it would be much easier to use the Text to Speech plug-in available here: https://market.android.com/details?id=com.DroidMunkey.localeTextToSpeech
Alternatively, there is a different Play Sound plug-in https://market.android.com/details?id=com.droidmunkey.localePlaySound which can play arbitrary sounds placed in the Notifications folder on the SD card /sdcard/media/notifications.

Locale 3.0 now includes a built-in Media Volume setting.

OH HECK YES. I use Locale to set my "Volume" to zero during my college classes, and it was mildly embarrassing when the class got ultra-boring, so I started playing a game under the table, and the whole room heard Hyperspace Lite start up. So now I know that "Volume" does NOT refer to media volume. Vote vote vote vote.

Actually, I think there’s a better way to organize this:
I’m marking this feature request as complete, as there are two ways currently to detect when the phone is in a car: a car dock condition or a Bluetooth condition, both of which are available now as plug-ins on the Android Market.
In order to have the votes correctly tallied, created a new request for a speed condition. If you want a speed condition, vote here:

Wi-Fi location training is now available as a feature in Locale 1.2. It can be found under the Menu of the Location condition.
We strongly discourage the use of third party location conditions or Wi-Fi conditions. These are less accurate and require more battery power. Instead, users should use the built-in Location condition and use Wi-Fi training if necessary.

That text-to-speech plug-in is EXACTLY what I wanted, thanks for the pointer! However in my limited test of it in the last 3 minutes, if the Situation has a Text to Speech saying and ALSO turns the volumes off, It says the first word then gets cut off. What I had originally wanted was a way for the phone to announce why it's going silent, THEN go silent. Is that technically possible?
