This really isn’t a volume specific request, as third party apps may want notification of arbitrary setting changes made by Locale. For example, imagine an app that only wants to download data over Wi-Fi. It might want to avoid downloading data during Locale’s periodic Wi-Fi location scans. Given the complexity of implementing such a notification API, this isn’t something we’d implement without significant design over the course of several months. In addition, Locale isn’t the only app that can change setting on an Android phone. We’d need a standard that everyone could agree on.
In the meantime, this specific feature request has been implemented by a third party developer. The free Locale Audio Update Notifier is now available on the Android Market!

Situations (and their settings) are only applied once: when you enter the situation.
Manual changes will stay in effect until the next change of situation.

As of Locale 1.0.2, use of GPS is now implicitly configurable. As long as ALL location conditions are greater than 2,000 meters in size, Locale will not attempt to use GPS to determine location.

1. How do I know it's 2,000 meters?
2. That would also mean I'd have to leave wifi enabled. I try to save as much battery as I can. Does leaving it on drain it noticeably?

UPDATE:
Locale 1.4 includes significant improvements to the location detection system, reducing time to detect location changes by 20% while also improving battery usage by up to 50%.
The original goal of this request—reducing the delay of detecting location changes—has been met as Locale 1.4 detects location changes within an average of 4 minutes. We are therefore marking this request as completed.
Although this request is being marked as completed, we have ongoing research and development to keep improving the speed and efficiency of the location detection system further :).

By design, Locale has no user-configurable options. The goal is that Locale should “just work” without requiring users to fiddle with various options that could negatively impact the operation of the app. For example, asking Locale to check location every minute could cause the battery to drain within 2 hours at which point you might miss the… more

The underlying goal is to have multiple “At Home” situations with additional conditions. Even though you don’t want to do it, the right way to accomplish this is through the creation of multiple situations.
As requested, this feature will not be implemented because it will add significant complexity to the UI.

Locale does this properly already. Let’s say you have the following:
1. Asleep (time-based), turns the volume off
2. At Work (location-based), turns the volume off.
3. Defaults, sends a Tweet and turns the volume on.The volume will change based on whatever is the highest priority situation that is active.
The ONLY time the Tweet would ever be sent is when Locale first starts up. There is nothing to override the Tweet and therefore the Default Tweet setting is never ended. So when switching situations the Tweet would not be re-fired.

Wi-Fi location training is now available as a feature in Locale 1.2. It can be found under the Menu of the Location condition.
We strongly discourage the use of third party location conditions or Wi-Fi conditions. These are less accurate and require more battery power. Instead, users should use the built-in Location condition and use Wi-Fi training if necessary.

This is implemented by the Locale Button Plug-in, which can be found on the Android Market by choosing “Get Plug-ins” from the menu of the Locale home screen.
