Defaults is just a situation without any conditions, which means it is always active. Defaults doesn’t behave differently in any way.
When a higher priority situation is active, those higher priority settings mask lower priority settings of the same type. Suppose an At Work situation turns the ringer volume to 0%, while the Defaults situation turns the ringer volume to 100% and also sets the Wallpaper. When At Work, the At Work volume and the Defaults wallpaper will both be applied.

Locale 1.3 now uses an XML format for backup files on Android 2.2 and later. The format of the files is really an internal implementation detail, and backup files are not considered a public interface to the app. In fact, the backup files contain the following warning: “WARNING: This file is not designed to be human-editable. Treat this file as if it were a swarm of angry bees: disturb it and you will get stung!”
With all of that said, it is possible to create a backup file, literally copy and paste a situation element, and then restore the backup file. I don’t recommend this solution, however it does implement this feature request for those feeling adventurous.

As Chris said, this can be accomplished using the “Locale Power Power Source Plugin.” Simply add a Battery condition to detect the battery level, and a Power Source condition to detect being unplugged. Please note that this plug-in requires Android 2.0 or later.

Wouldn’t putting a “Charging” Condition above a “low battery” Condition also preclude all lower priority Conditions from firing?

This is not the same feature as “multiple contitions” because creating a situation with two Battery conditions, one for “Below” and one for “Unplugged” actually does an OR of the two, instead of the requested AND.
I believe that I left my original description and suggestion when I had an incorrect understanding of Locale. I no longer believe this is a relevant suggestion.
