Android will power down Wi-Fi automatically while the display is off and that phone is sleeping. There is no need to implement this in Locale, as it is already handled by Android. Adding this feature to Locale would not improve battery life.
If you are judging Wi-Fi power usage from the Android battery usage statistics screen, please note that we have found that information is inaccurate due to bugs in Android.
There is already a Display condition on the Developer page of our website, however it must be compiled from the source. We haven’t compiled and released it on the Market for this reason: turning services off based on the screen really won’t make a difference because Android already does that power management.

While not exactly fulfilling this feature request, you might look at the Locale Flickr Wallpaper Plug-in that is now available on the Android Market.

The original request here was for a logical NOT operator, although it doesn’t make sense to create a logical NOT operator in Locale. Most of the time, NOT isn’t the right way of thinking about a Condition. For example, NOT 9 am to 5 pm could be redefined as 5pm to 9am. NOT at work would simply be the Default situation. For the other conditions built-in to Locale, thinking about the problem in a different way usually means that NOT isn’t needed. If a Condition truly needs NOT logic, then that should probably be put into the individual Condition’s UI itself rather than as part of the Edit Situation screen in Locale.
Although this request is for a NOT operator, I believe the underlying request here is a way of detecting the transition between situations. The strongest use case would be detecting when you’ve left a particular Location. While Locale… more

The reason I want this feature is because I want to use a “not at home” condition. When “not at home” and plugged in after sunset, I want my screen to dim because I obviously would be driving at night.

The free Day & Night Locale Plug-in is now available on the Android Market. This plug-in implements the original request of detecting sunrise/sunset based on time of year and latitude.

I would love to have this for when I’m driving. When my screen is plugged in, the brightness goes up to 100%. But when I’m driving at night, this is far too bright.

There is a third party plug-in that accomplishes this. The “Locale Plug-in Appli Detection” is available on the Android Market in all countries that support paid apps.

I’d love to see this too, seems like it would be best as a plug-in. Just having a folder in my SD card with a bunch of pictures for it to pick from would be nice and easy to use. It would fit with the security requirements you mentioned too.
