Locale 1.1 offers significantly improved battery life, with 20-50% battery life improvement depending on the handset.
Locale 1.1’s battery usage is also about 30% better than Locale beta.

Uh… Locale does this without you having to do anything.
From the FAQ and Locale’s build in Help:
Move yourself to the location that you are interested in and create a new location condition. Wait for Locale to determine your location. Once the location is determined, notice the position of the pin and the size of the circle’s radius. This is exactly what Locale sees based on GPS, Wi-Fi access points, and cell towers in your area. Save the location without resizing or moving the pin. Once you save the situation, Locale should accurately detect your location when you are standing in this spot.
To improve accuracy with your own Wi-Fi access point, consider adding it to the location database. It may take about a week before Locale is informed of this update, at which point you’ll need to clear Locale’s Wi-Fi cache under Settings → Applications → Manage… more

Forums are a great idea, which is why we provide this feedback website forum and the developer forum.
For information about plug-ins, simply choose “Get Plug-ins” from the menu inside Locale. Additionally, we are working on including more information about plug-ins on our website in the near future.
In terms of support for Locale, users should contact us directly. To learn how to use plug-ins, users should contact the plug-in developers directly.
At this time, we don’t have the resources to moderate and manage a forum for end users. Instead, we’re dedicating our efforts to improving the app and providing great direct email support.

This is a great idea and we’ve been looking at it for quite a while. I agree it could be quite useful when combined with Astrid integration. For example, a location-aware reminder would be really useful a few minutes after arrival, rather than right when walking in the door.
A key requirement would be that the delay should be very consistent and predictable. For example, if I ask for a reminder 30 minutes after I get home, it should always be exactly 30 minutes after I get home. Thanks to Locale 2.0’s instant location, we are now be able to meet this requirement.
I have a few open questions about this as we go forward with investigating how this might work:

UPDATE:
Locale 1.4 includes significant improvements to the location detection system, reducing time to detect location changes by 20% while also improving battery usage by up to 50%.
The original goal of this request—reducing the delay of detecting location changes—has been met as Locale 1.4 detects location changes within an average of 4 minutes. We are therefore marking this request as completed.
Although this request is being marked as completed, we have ongoing research and development to keep improving the speed and efficiency of the location detection system further :).

By design, Locale has no user-configurable options. The goal is that Locale should “just work” without requiring users to fiddle with various options that could negatively impact the operation of the app. For example, asking Locale to check location every minute could cause the battery to drain within 2 hours at which point you might miss the… more

Although I like your philosophy of "just work" - this does not preclude customisable options!!
Have it under "advanced" - include a warning of "for advanced users" and that it may "negatively affect battery life" - do NOT take the power away from the users because you do not trust them... that's just insulting.

In my opinion, this is a MUST HAVE. I like many of the dynamic ideas in these comments, but ultimately I'd like to override everything and *just have it up date more frequently*. I imagine being able to adjust it via condition would be the best - for example, I could have a wide location (my suburb) that would increase the polling to every 30 seconds, so that my location will up date to "home" immediately (and wake-on-lan turns on my computer)

I have exactly the same story as webreaper.
I had the beta until very recently - it continued to run in the background even after expired (I had not idea it had.) Recently I opened it to make a tweak, and I couldn't.
I couldn't imagine going day to day without locale any more so I purchased the upgrade. With the plugins I also needed to buy, it ended up costing me around $15.
It, unfortunately, took me more than 24hrs to work out that the new locale was completely halting my system. It become totally un-usable due to CPU hogging. I was surprised, I didn't look at Locale at first because the beta had been completely invisible and "just worked."
I have disabled Locale, unfortunately I can't refund (because if I could I would -- that says a lot when you consider at the start of my comment I state "I couldn't imagine living without it") but for the last 4 hours since disabling it I have my phone back. It actually works. All the applications I uninstalled to try and track down my problem I can have reinstalled and running again. Not that they worked before anyway, because Locale was hogging the CPU and everything was being killed by Android making my whole phone in general highly unstable.
Now, this is largely the fault of the weak CPU in the HTC Magic, I'm sure, but the Beta worked fine. I'm not even concerned about battery life at all, but Locale makes my system very unstable due to CPU hogging.
I'd be happy to test for you in some fashion, since I'd love to see it fixed, and I'm stuck with the program now it's been more than 24hrs.
